Section 48 of the Migration Act bars onshore non-citizens from lodging most visa applications after a previous refusal or cancellation, unless they hold a substantive visa. Only a short list of subclasses (e.g. Partner 820, Protection 866, Bridging visas) can be lodged onshore while s48-barred.
