Queensland is the only Australian state that requires a personal Use Licence to operate a cosmetic laser or IPL device, regulated by Queensland Health's Radiation Health Unit under the Radiation Safety Act 1999. Operators (beauty therapists, dermal therapists, registered nurses) must hold the licence personally; the device itself must be registered (Possession Licence) and operated by a licensee at all times.
