Carrier Licence (ACMA)

A Carrier Licence is required to own a "network unit" used to supply carriage services to the public, unless a nominated carrier declaration is in force or the use of the network unit is exempt under Part 3 of the Telecommunications Act 1997 — fibre backbone, mobile network, fixed wireless tower etc. NBN Co, Telstra, Optus, TPG hold carrier licences. Resellers / MVNOs do not need one; only network owners.
