Carrier Licence (ACMA)
A Carrier Licence is required to own a "network unit" used to supply carriage services to the public — fibre backbone, mobile network, fixed wireless tower etc. NBN Co, Telstra, Optus, TPG hold carrier licences. Resellers / MVNOs do not need one; only network owners.
