NABERS Energy Rating and Building Energy Efficiency Certificate (BEEC)

A Building Energy Efficiency Certificate (BEEC) comprising a NABERS Energy for offices rating and a tenancy lighting assessment, mandated under the Building Energy Efficiency Disclosure Act 2010 for office buildings with net lettable area of 1,000 m² or more when sold or leased.

Issuing authority

NABERS National Administrator (NSW Government on behalf of Commonwealth); Commercial Building Disclosure (CBD) Program administered by DCCEEW

Official source

cbd.gov.au

Cost

$4,000–$13,000 (assessor fees vary by building size and complexity; no separate government lodgement fee)

Deadline

Must be in place before advertising the sale or lease of qualifying office space

How to apply

  1. Determine if your building is covered: commercial office space of 1,000 m² or more net lettable area offered for sale, lease, or sublease triggers mandatory BEEC disclosure under the Building Energy Efficiency Disclosure Act 2010
  2. Search the Building Energy Efficiency Register at cbd.gov.au to check if a current BEEC already exists for the building
  3. Engage a CBD Accredited Assessor — only accredited assessors can apply for a BEEC; find one via the assessor directory at cbd.gov.au
  4. Provide the assessor with 12 months of energy consumption data (electricity and gas bills), net lettable area documents, and lease records
  5. The assessor conducts the NABERS Energy for offices rating assessment (base building or whole building) and a CBD Tenancy Lighting Assessment (TLA)
  6. The assessor submits the BEEC application online to DCCEEW with the NABERS rating, TLA results, building owner details, and assessor accreditation number
  7. DCCEEW processes the application (typically within 28 days of a complete application); an electronic BEEC is issued to the assessor
  8. Display the BEEC prominently in any advertising material for the sale or lease; the BEEC is also published on the Building Energy Efficiency Register
  9. Renew the BEEC annually (valid up to 12 months, expiring when either the NABERS rating or TLA expires)
