How to apply

  1. Confirm you are a 'labour hire provider' under the Labour Hire Licensing Act 2018 (i.e. you supply workers to a host employer who directs their work)
  2. Check you are not disqualified: licence not cancelled in the last 2 years, and no refused application in the last 3 months
  3. Gather required documents in electronic format: ABN, business registration details, information on all relevant persons and close associates, worker details by industry and visa status, financial viability documents (bank statements, profit and loss), and a compliance plan for new businesses
  4. Create an account in the Labour Hire Licensing Online (LHLO) portal at https://online.labourhireauthority.vic.gov.au
  5. Complete the online application as a sole trader (individual) or organisation, nominating an officer responsible for day-to-day operations
  6. Verify identity through Service Victoria's digital identity portal or by providing certified identity documents through the LHLO portal
  7. Ensure funds are available for the non-refundable application fee (Tier 1 ≤$2M turnover: $1,815.48; Tier 2 $2M–$10M: $4,841.28; Tier 3 >$10M: $8,942.92 for 2025-26) plus the annual licence fee
  8. Submit the application and await assessment — most applications are assessed within 60 days
  9. Once granted, pay the annual licence fee and display/maintain the licence — hosts must only engage licensed providers
