NSW and Victoria publish state-specific Skin Penetration Guidelines that detail the depth thresholds, infection control standards, operator competencies, and premises controls required for skin needling (cosmetic and medical-grade). Although not a separate "endorsement licence", failure to meet the published guidelines is grounds for council enforcement under the relevant Public Health Act.
