Cosmetic tattooing (microblading, eyeliner, lip blush, scalp micropigmentation) is regulated separately from decorative tattooing in some states. NSW exempts cosmetic tattooists from the Tattoo Parlours Act in many cases, but QLD requires a Tattoo licence regardless. Council skin-penetration registration always applies.
