NSW regulates skin penetration premises (any business that pierces, cuts, punctures or tears the skin — including ear and body piercing, tattooing, cosmetic tattooing, microneedling above 0.5 mm, and electrolysis) under the Public Health Regulation 2022. Premises must notify the local council before commencing any skin-penetration service. There is no fee for notification but inspection fees and renewal cycles vary by council.
