A mandatory form completed by the landlord or agent at the commencement of every residential tenancy that records the condition of the property room-by-room, which the tenant reviews, annotates, and returns — creating the baseline used to assess any bond claim at the end of the tenancy.

Deadline
Must be provided to tenant at or before start of tenancy. Tenant must return within 5–14 days depending on state.
How to apply
- Landlord or property manager completes and signs the Entry Condition Report before or at the time of handing over the keys, noting the condition of each room, fixture, and fitting.
- Two signed copies are provided to the tenant at or before the start of the tenancy (some states require provision before the tenancy agreement is signed).
- Tenant inspects the property carefully and annotates any disagreements or additional observations on the form.
- Tenant signs and returns one completed copy to the landlord or agent within the statutory timeframe (QLD: 7 days; NSW: 7 days; VIC: 5 business days; ACT: 14 days; NT: 5 business days; TAS: varies).
- Landlord or agent countersigns the returned copy and provides the tenant with a copy of the countersigned report (QLD: within 14 days of receiving it back).
- Both parties retain their signed copies for the duration of the tenancy.
- At end of tenancy the Entry Condition Report is compared against the Exit Condition Report to determine fair wear and tear versus damage for bond claim purposes.
