DVA Totally and Permanently Incapacitated (TPI) — Special Rate Disability Pension

The Special Rate (TPI) Disability Pension is a higher-rate, tax-exempt, means-test-free payment for veterans who are totally and permanently incapacitated by their service-related conditions and cannot work more than 8 hours per week.

How to apply

  1. First establish an accepted service-related condition by lodging a Disability Compensation Payment claim (form D2582 or via MyService online) — the Special Rate cannot be claimed in isolation
  2. Once one or more conditions are accepted, confirm you meet Special Rate eligibility: under 65 years of age; at least 70% incapacity (impairment points) from accepted conditions; and unable to work more than 8 hours per week due solely to those accepted conditions
  3. Log in to MyService at dva.gov.au/myservice and submit an application for the Special Rate; alternatively contact DVA on 1800 VETERAN (1800 838 372) or visit a DVA office
  4. DVA may request a medical examination or additional evidence to confirm total and permanent incapacity
  5. DVA determines whether the Special Rate (T&PI) applies or the Temporary Special Rate (TTI) applies if incapacity is not yet permanent
  6. If eligible, payment is backdated to the date DVA received the application; the Special Rate is paid for life if permanent
  7. Veterans assessed at the Special Rate are automatically issued a Veteran Gold Card covering all medical conditions
  8. If refused, you may apply for a review by the Veterans' Review Board (VRB) within 12 months of the decision
