Lodge before 1 July 2026 for VEA coverage; claims received on or after 1 July 2026 are determined under MRCA
How to apply
- Confirm eligibility: you must have a service-related injury or disease from a period of service covered by the VEA (generally service before 1 July 2004); note that from 1 July 2026 the VEA closes to new claims and all new claims go to MRCA
- Obtain form D2582 'Claim for Disability Compensation Payment and/or Application for Increase in Disability Compensation Payment' from the DVA website or nearest DVA office
- See your treating doctor to obtain a written diagnosis of the condition and their opinion on the time of onset and the link to your service
- Complete D2582 clearly describing each condition and the reasons it is related to your service; use a separate form for each condition
- Attach supporting documents: medical records, discharge papers, service records, and any specialist reports you have
- Lodge the completed form and documents via MyService online (fastest option), by post, or in person at a DVA office; consider using a Veterans' advocate or ESO for assistance
- DVA will assess each condition and determine an impairment rate; you will receive a written determination and can request a review if you disagree
- Once a condition is accepted, a White Card (or Gold Card if eligible) will be issued for treatment of accepted conditions
