In Victoria a PIC (8 characters, prefix "3") is mandatory under the Livestock Disease Control Act 1994 for any property that keeps one or more head of livestock — cattle, sheep, goats, pigs, deer, camelids, horses or 50+ poultry. Agriculture Victoria issues PICs free of charge.
