How to apply

  1. Confirm your matter falls within the division's jurisdiction — administrative review of NSW government decisions (access to information, privacy, community services, state revenue, victim payments) or an anti-discrimination complaint referred by the NSW Anti-Discrimination Board.
  2. Download or complete the 'Administrative review application' form (PDF) from the NCAT Administrative and Equal Opportunity Division forms page.
  3. If you need to halt a government decision while your matter is heard, also complete and file a 'Stay or interim order application' at the same time.
  4. If a third party is affected and needs to be included, complete and file the 'Application to be joined as party' form.
  5. Gather supporting documents: the decision letter from the agency, any relevant correspondence, and identification.
  6. Lodge your completed application with NCAT Registry — online via the NCAT Online case management portal, by post, or in person at a registry office — and pay the applicable filing fee (fee waiver available for eligible applicants).
  7. NCAT will serve a copy of your application on the relevant government agency or respondent and issue a hearing date.
  8. Attend any scheduled directions hearings or conciliation sessions as directed by NCAT.
