Animal welfare officers and inspectors are appointed under each state's Prevention of Cruelty to Animals Act (NSW POCTA Act 1979, VIC POCTA 1986, QLD Animal Care and Protection Act 2001 etc). Most are RSPCA staff; some are state DPI / Local Government officers; all hold statutory powers to enter premises, seize animals and prosecute. Distinct from the underlying veterinary registration.
