Responsible Service of Tobacco (RST) — Victoria & ACT
As of 1 July 2025, Victoria's specialist tobacconist certification scheme (which provided RST training exemptions) has ended. All retailers selling tobacco products in Victoria now require a tobacco retailer licence under the new Tobacco Business Licensing Scheme (operational from 1 July 2025). RST training is no longer the compliance pathway; retail licence compliance is now mandatory. Covers age verification, prohibited sales, plain packaging laws and display restrictions.
