Mobile beauty operators (mobile lash, mobile spray tan, in-home hair and makeup, mobile manicure, in-home massage) must notify EACH local council where services are delivered, in addition to the council where the business is registered. Mobile skin-penetration services (mobile cosmetic tattoo, mobile microneedling) face additional restrictions and many councils refuse mobile higher-risk services entirely.
