A mandatory sustainability certificate generated through the NSW Government's online BASIX tool that confirms a proposed residential development meets minimum standards for water efficiency, energy use, thermal performance, and embodied emissions — required with every residential Development Application or Complying Development Certificate in NSW.

Deadline
Must be obtained before lodging a Development Application or Complying Development Certificate. Certificate is valid as long as the project does not materially change; free revisions allowed on same property/project.
How to apply
- Create or log into an applicant account on the NSW Planning Portal at apps.planningportal.nsw.gov.au.
- Open the BASIX tool and enter the project details: property address, development type (new dwelling, addition/alteration, pool/spa), floor areas, and climate zone.
- Complete the water assessment: enter proposed rainwater tank size, recycled water connections, and fixture water ratings.
- Complete the energy assessment: enter window specifications, insulation values, heating/cooling systems, hot water system type, and any solar PV.
- Complete the thermal performance assessment: either enter NatHERS star rating (minimum 7 stars as of October 2023) or use the BASIX thermal tool.
- Complete the materials/embodied emissions section (added October 2023): enter primary structural and cladding materials.
- If all BASIX targets are met, pay the certificate fee ($50 for a single dwelling; $80 for the first two dwellings in a multi-dwelling development, plus $35 per additional dwelling) and generate the BASIX certificate.
- Download the BASIX certificate PDF, which lists all sustainability commitments that must be built into the development.
- Attach the BASIX certificate to the Development Application or Complying Development Certificate lodgement via the NSW Planning Portal — the DA cannot be accepted without it.
