ACMA EME / RF Site Compliance Assessment
Operators of fixed radio transmitters (mobile base stations, microwave links, broadcast towers) must do an EME / RF compliance assessment before energising the site to confirm public RF exposure stays under the ARPANSA RPS S-1 limits. Assessments are done by an ACMA Accredited Person (RF engineer); for new mobile phone towers, Industry Code C564:2025 requires the carrier to make site EME assessments in accordance with an ARPANSA prediction methodology and report format, and ACMA may inspect and audit transmitter operators for compliance.
