ACMA Commercial Radio Broadcasting Licence
Commercial Radio Broadcasting Licences are how you legally run a station like KIIS, 2GB, Triple M etc. They are auctioned by ACMA at the Minister-allocated frequency / market level (e.g. Sydney metro FM, regional Wagga Wagga AM). New licences are rare — most operators buy or lease an existing licence then transfer it through ACMA.
