How to apply

  1. Engage a licensed waterproofing or plumbing contractor — in NSW, waterproofing work valued at $500 or more must be done by a holder of a NSW Fair Trading waterproofing contractor licence; in VIC, a registered plumbing practitioner; in QLD, a QBCC waterproofing licensee.
  2. The contractor applies the waterproofing membrane to wet area surfaces (bathroom, shower, laundry, balcony) in accordance with AS 3740 (domestic) or AS 4654 (external) and the National Construction Code (NCC).
  3. NSW: The contractor issues a Waterproofing Certificate to the homeowner before tiling commences — the certificate confirms compliance with AS 3740 and NCC; it must be issued before the surface is concealed.
  4. VIC: Within 5 days of completing plumbing/waterproofing work over $750 (incl. GST), the licensed practitioner purchases a Plumbing Compliance Certificate via VBA360, allocates it to the job, and lodges it with the VBA; a copy must be provided to the homeowner within 5 days.
  5. QLD: For building work under a development approval (Class 1a or Class 10), the QBCC-licensed waterproofing contractor completes Form 43 (Aspect Certificate — QBCC Licensee) certifying how the waterproofing aspect complies with the development approval, and provides it to the building certifier.
  6. Homeowner: retain the certificate — it is required for building warranty claims, strata/body corporate compliance, council sign-off, and property insurance.
  7. Check that the certificate is issued before the shower or wet area is tiled — once the membrane is concealed, a non-invasive inspection cannot verify compliance.
