How to apply

1. Determine which roofing work you intend to perform: Roof Tiling (clay, concrete, slate tiles — initial tiling, repair, re-pointing, sarking, bedding and pointing on domestic buildings) requires the Domestic Builder (Limited to Roof Tiling) building registration; Metal Roofing / metal roof coverings requires the Roofing (Stormwater) plumbing registration.
2. ROOF TILING TRACK — Download and complete application form SD-APP-044 'Domestic Builder (Limited to Roof Tiling) Registration Application' (Version 18, July 2025) from vba.vic.gov.au.
3. ROOF TILING — Select three domestic building projects that best demonstrate your roof tiling experience; prepare documented evidence for each project (contracts, photos, certificates of occupancy, council records).
4. ROOF TILING — Obtain at least one Technical Referee Report from a registered domestic builder (unlimited or in the same or higher class) who directly supervised you carrying out the tiling work; the referee must be independent of your employment.
5. ROOF TILING — Complete a National Police Check via the BPC criminal history check portal; complete the online BPC knowledge assessment for the relevant class; submit the application electronically (do not handwrite); pay the applicable registration fee.
6. METAL ROOFING (STORMWATER) TRACK — Apply for a Roofing (Stormwater) plumbing registration via BPC using form PRS-APP-011 (Restricted Classes Plumbing Licence Application, V7 October 2025); this class covers preparing, installing, repairing and replacing metal roof coverings.
7. METAL ROOFING — Complete the Certificate III in Plumbing (or equivalent) via an apprenticeship; sit and pass the BPC registration exam for the Roofing (Stormwater) class; alternatively apply for Provisional Registration (PR) to work lawfully for up to 12 months while waiting to sit the exam.
8. METAL ROOFING — Submit application by email to plumbingreg@bpc.vic.gov.au with all required attachments including Technical Referee Report from a licensed plumber in the Roofing (Stormwater) class; pay application and registration fees.
9. Once registered in either track, maintain renewal and compliance obligations with BPC; practitioners licensed interstate can apply under the Automatic Mutual Recognition (AMR) scheme.
