When a body needs to be transported interstate or internationally (repatriation), federal and state health regulations require specific paperwork: a Mortuary Certificate, Embalming Certificate (international), Permit to Transfer (interstate), and (for international) a Certificate of Non-Contagious Disease and consular paperwork.
