Inter-state movement of plant produce is regulated by the receiving state under the Interstate Certification Assurance (ICA) scheme. Movements often require either an inspector-issued Plant Health Certificate (PHC) or a business-issued Plant Health Assurance Certificate (PHAC) under an ICA arrangement (e.g. ICA-04 cold treatment, ICA-28 fumigation, ICA-33 mealybug).
