NHVAS Mass Management gives operators access to Concessional Mass Limits (CML) for general access to the road network. Operators must demonstrate systematic mass-compliance management against the NHVR mass management standards. Note: from 1 August 2026 the NHVR will no longer have authority to grant any new NHVAS accreditation — new applicants use the Heavy Vehicle Accreditation (HVA) scheme under the updated HVNL.
