Traditional henna body art (mehndi) using natural Lawsonia inermis paste does not break the skin and so generally falls outside skin-penetration registration. However, "black henna" containing para-phenylenediamine (PPD) is restricted by the ACCC under the Cosmetics Information Standard 2020 — PPD body-art use is associated with severe allergic reactions and is the subject of ACCC consumer safety warnings. Many councils also classify festival/market stalls under temporary food/health stall permits.
