Helium is a non-flammable non-toxic compressed gas (UN 1046, Class 2.2). No consumer or operator licence is required, but transport above placard quantity (1,000 kg / L aggregate non-flammable) triggers ADG vehicle / driver licensing. Most party-shop helium cylinders (T-cylinder, ~30 kg) stay well below — ordinary van delivery is fine.
