Chain of Responsibility (CoR) under the Heavy Vehicle National Law makes every party in the supply chain (consignor, packer, loader, scheduler, receiver) legally responsible for HV safety. Drivers, and some other employees, are not parties in the CoR, but they have other duties under the HVNL. The Primary Contact (named officer in the Safety Management System) requires formal CoR training.
